Yes it does sound wonderful, like something you would find in a frozen Narnia, but no, an ice fountain in a spa is generally not so enchanting.
Essentially an ice fountain is usually a basin of ice chips, topped up every few seconds by an ice machine, situated usually in a hallway in many bigger thermal spas.
Most people use them by grabbing a handful of ice and rubbing it over themselves to cool off when relaxing in hot rooms has got them a little too hot.
I also find that the ice can make for a nice exfoliation scrub to take off all that dead skin which has softened up after sitting in a sauna, hammam or other hot room.
